The Targeted Opportunity Pipeline (TOP) Programme has been designed in response to a clear and evolving need within the Barbadian MSME ecosystem: the need to move beyond episodic training and toward sustained enterprise capability development.

TOP is based on a clear developmental intent:

Needs-based entrepreneurship is often a rational response to economic pressure.  Opportunity-driven entrepreneurship, however, is the pathway to productivity, resilience, and national competitiveness.

Delivered by the Barbados Trust Fund Ltd, TOP is a national-grade MSME capability system designed for adoption and adaptation across Barbados and the wider Caribbean region, and is grounded in a clear doctrine: Training only exists to support implementation and Implementation is not optional or deferred…it is the work.
